Maoists Update For The Month Of March 2012

We have always maintained that Jharkhandis living in the rural areas of Jharkhand, are unwittingly and unwillingly caught in the cross-fire, in the ongoing, long-drawn battle between the Government Security Forces and Maoist Forces, being fought on their land.

Who Killed Lucas Minj?

In the ongoing Jharkhand assembly election, CPI (ML-Liberation) MLA Vinod Kumar Singh had raised the issue of killing of innocent youth Lucas Minz, allegedly by Government Security Forces. According to the fellow-villagers of the physically handicapped (hearing and speech impaired) tribal boy, now deceased Lucas Minz; on January 31st, he was allegedly killed by the bullet injuries inflicted during the anti-Maoist operations being carried out by the Government Security Forces in Latehar District, Jharkhand. Lukas Minz’s brother alleges that his brother was grazing cattle, when he was killed by security forces, perhaps as he could not respond to their signals, calls, or questions. 

Doctors at RIMS, who carried out the post-mortem of Late Lucas Minz’s body did confirm that bullet wounds were responsible for his death, however at the same time their post-mortem report failed to shed any light on the kind of firing-weapon used. The Doctors at RIMS expressed their inability to correctly identify the weapons, as their hospital does not have ballistic expert (s). Thus the post-mortem report remains incomplete and inconclusive.

Meanwhile on the death of Lukas Minz, both Government Forces and Security Forces trade charges, blaming the other party of wrongdoings.

After the issue had rocked the Jharkhand Assembly, the Government announced that a Deputy Inspector General of Police (DIG-Palamau Range) would probe it.

We wonder whether the Truth would ever come out about Lukas Minz’s mysterious death.

Maoist Triggered Another Landmine Blast

Last month, on 1st of February, in a landmine explosion triggered by CPI (Maoists) near Sarangi Tongari Diversion on National Highway-99 connecting Chandwa with Chatra, 3 policemen were killed, namely ASI (Assistant Sub Inspector) Mukhtyar Shukla, Jawans Uday Kujur and Mahendra Kerketta. While 4 policemen, Baswan Pandey, Jay Kumar Das, Dilawar Bara and Navnath Jha escaped with an injury.

The incident occurred around 6 pm when the police patrol was returning to Balumath; when blast took place just 3 kms away from Balumath police station.

Maoist Safely Released The Abducted Police Bodyguard

On 1st February, Constable Sunesh Ram too was released by Maoists after he had spent 10 days in their captivity.

Earlier on 21st January; Maoist Forces had attacked the Government Officials’ including District Council (Zilla Parisad) Chairperson Sushma Mehta’s convoy passing through the Saloo Jungle in Garhwa. They had led an attack on after triggering a landmine blast, killing, grievously injuring many of them and abducting Constable Sunesh Ram, who was posted as Sushma Mehta’s bodyguard.

Shashi Bhushan Pathak, member of Peoples’ Union for Civil Liberties (PUCL), an interlocutor played an important role his release.

Maoists Had A Laid A Siege Of Town In Jharkhand

It was one of the scariest days in the lives of common citizens of Balumath Town in Jharkhand, when Maoists decided to flex their muscles and show their strengths on hapless commoners. On the midnight of 22nd February, hundreds of armed CPI (Maoist) cadres approached the town from different directions in great number and then laid siege to Balumath town for nearly two hours.

After entering the town they simultaneously attacked Jharkhand Armed Police (JAP) Camp at Balumath Block Premises, the Balumath Police Station, the residences of Balumath Up-Pramukh Rajendra Sao and AJSU Leader Phulchand Ganjhu. They triggered explosives to bring down a three-storied building adjacent to Police Station, which belonged to a Panchayati Raj representative, Rajendra Sao. They also shot dead Ramu Sao, a tea-vendor, when he questioned them.

Latehar Superintendent of Police (S.P.) Kranthi Kumar Gadidesi said, “The CPI (Maoists) had targeted Sao and Ganjhu. According to local news reports, the Maoist had targeted the duo for their alleged involvement in the murders of two RJD leaders Binod Sahu and Shrawan Yadav as well as Scheduled caste ward member and his wife in October last year.

After the incident, whole town is gripped by fear-psychosis with its residence preferring to keep mum, and not talk about the incident.

Maoists Promoting Illegal Poppy Cultivation In Jharkhand

According to the Chatra District’s S.P. Arup Birthare, last year, his team had destroyed poppy cultivations spread over more than 50 acres of field at various villages in his district; in fact in Chatra, so far, for poppy cultivation 206 cases were registered and 76 people were jailed. Chatra Police also claimed that Maoists usually earn Rs. 5 crore from poppy cultivation from a 10 acres field.

In another part of Jharkhand, on 26th February, Jharkhand Police destroyed few more poppy fields, one at village Talsada in Manoharpur of West Singhbhum District, another at village Banda in Khunti District. The police lodged FIRs in each case against the Maoists, as they either charge levy for cultivation or endorse it blatantly.

Now, Jharkhand Police has turned to satellite imagery to find the areas under poppy cultivation, but it has its own drawback. The satellite imagery can show the poppy-cultivation only at the flowering stage, not at a stage earlier or at state after the flowering. Besides, the police needs to act immediately after its identification.

So far using this high-tech image, Police has so far destroyed Poppy Cultivation in many districts like Chatra, Hazaribagh, Latehar, Pakur, Khunti, Chaibasa, Sahebganj, Singhbhum, et al.

Commenting on the poppy cultivation, Jharkhand Police Spokesperson, R.K. Mallick said, “Poppy Cultivation is prevalent mostly in Maoist affected areas…..it seems Maoists force villagers to cultivate poppy and they earn good money of it……however when Police raids catches these poppy cultivators….they are left in lurch by Maoists.”

As long as poppy cultivation remains a highly lucrative business, it seems unlikely that Jharkhand would be able to get rid of it completely.

Probe Into Maoists’ & Politicians’ Nexus In Jharkhand

Jharkhand’s Governor Dr. Saiyyad Ahmad informed media-persons that the agencies are investigation the alleged nexus between the Maoists and Politicians. This comes after the Union Minister Jairam Ramesh had also hinted that the demarcation lines between Jharkhand’s Politics and Maoism seem to have blurred.
