BJP-JMM-AJSU Coalition Government Completes A Year In Office

For Jharkhand and luckless Jharkhandis, distressed by the twin curses of political instability and poor-governance in the last decade, the coming together of 3 leaders of Jharkhand, viz., Arjun Munda (BJP), Hemant Soren (JMM) and Sudesh Mahto (AJSU), in the latter half of 2010, promised to usher in new era of developmental politics in Jharkhand.

Though, among the Jharkhandis, it is a known fact that the track record of these 3 leaders in the last decade (2000 to 2010) was certainly way below the satisfactory-level. Yet, we, the common citizens kept our fingers crossed, hoping against hope. Most of us desired to see a stable coalition government at the helm of affairs; in addition we wanted this government to kick-start the economic developmental of the state, more so for the poor people languishing at the bottom of pyramid. More than 50% of state population live below the poverty line (BPL).

After all, all 3 of these leaders are young, namely, Arjun Munda (mid-40s), Hemant Soren (mid-30s) and Sudesh Mahto (mid-30s), and the common sense dictated that for the durability and longevity of their political career in Jharkhand, they should work tirelessly for the welfare of common public and general masses of the state.

Now let us see present the Report-Card of the Coalition Government the formed by 3 political parties Bhartiya Janta Party (BJP), Jharkhand Mukti Morcha (JMM) and All Jharkhand Student Union (AJSU) for the last one year, from September 2010 to September 2011 on 10 key issues and events of Jharkhand.

1. National Games 2011

Our Verdict

Reason: Games were finally held after so many embarrassing postponement in past few years.

Our Comments

Probe into the allegation of very large-scale Corruption Cases in National Games is still going on. The investigating agencies have yet to book the cases against the culprits.But Jharkhand participated with many borrowed players, besides huge money was spent on making it a Bollywood-evening, instead of showcasing the vibrant local cultural and artistic talents.

2. Panchayat Elections 2011

Our Verdict

 {3 points out of 5 points}Reason: Elections were finally held after a gap of 32 years.

Our Comments

The elected representatives of the Panchayat Elections are yet to taste the real decentralization of their financial and other powers. As the formulation of rules & regulations and official notification for the same is still caught in the web of political-and-bureaucratic tangle.

3. Right to Service Acts (RTSA)

Our Verdict

 {2.5 points out of 5 points}Reason: Implementation of RTSA and electronic delivery of service acts should lessen the commoners’ plight in dealing with snail-paced govt. officials.

Our Comments

The formulation of rules & regulations and official notification of the same is again caught in usual web of political-and-bureaucratic tangle.The implementation of same would prove to be insurmountable challenge. Given the fact that the working of RTI Act in Jharkhand state is dismal.

4. Daal-bhaat scheme for poor (cooked-food at subsidized rates)

Our Verdict

 {2 points out of 5 points} Reason: It should be a short-term, stop-gap relief measure in this inflation-age for poor. The Govt. should not make poor dependent on such subsidies.

Our Comments

It is not a long-term solution for poor. We need to enable and empower poor-people to earn a decent living by providing them with basic infrastructures, support and opportunities to beat the poverty. However, the harsh truth is that many Above Poverty Line (APL) people continue to possess the wrongly acquired BPL card, while poor continue to suffer due to corruption at blocks/districts’ levels. It also adversely affects the implementation of government’s poverty-alleviation programmes in such areas.The poverty exists because of lack of education facilities, employment opportunities and even the basic infrastructures for agricultural and other economic activities.

5. Official Languages of State

Our Verdict

 {2 points out 5 points}Reason: Govt. lacked the political courage to go the whole way.

Our Comments

Many indigenous Jharkhandi languages are being ignored at the cost of languages of our neighbouring states.

6. Anti-encroachment drive

Our Verdict

 {2 points out of 5 points}Reason: Govt. lacked the political courage to go the whole way to move encroachers.

Our Comments

The illegal encroachments should be dealt as per the laws of our lands. No one should be allowed to circumvent the law to their advantage. But at the same time, the ham-handed approach should be avoided.

7. Creation of Basic Infrastructure Facilities

Our Verdict  {0.5 points out of 5 points}Reason: Govt. talks too much but does too little to change the ground realities.
Our Comments The progress in the case of basic infrastructure like Transportation, Electricity, Roads, Bridges, Health facilities, Education, Supply of Clean Water (Drinking/Irrigation), etc., for the common people of state, is pathetic to say the least.

8. Economic & Employment Generation Policies

Our Verdict

 {Negative points out of 5 points}Reason: Despite so many employment opportunities in Health, Education, Administrative, Security, et al sectors; the government failed miserably to fill up the vacancies. Even – MG-NREGA scheme has performed very poorly.

Our Comments

The major economic sectors of our state, like, Agricultural, Mining, Industrial, Tourism, etc. continue to lag behind. Even the various poverty-alleviation programmes continue to be marred by the all-pervasive corruption.

9. Maoists Concerns

Our Verdict

 {Negative points out of 5 points)Reason: Honest execution of pro-poor policies not being done in the affected areas)

Our Comments

The life for villagers, especially those living in remote areas, is miserable. They are caught in the unending violence that threatens not only to maim but also to kill many of these innocent civilians

10. Fighting Corruption

Our Verdict

 {0.5 points out of 5 points}Reason:Though, few steps have been initiated, more need to be done to contain corruption.

Our Comments

Mostly, we see some fishes being caught. The big fishes involved in the many corruption cases across the state (in various government-departments), they continue to evade the proverbial dragnet of law.

 

On 11th September, 2011, the coalition government completed one year in office; ironically, this coalition government has yet to formulate “Common Minimum Programme” (CMP) to guide their government. Do we need to say more about the performance of State Government, which lacks even the basic vision (programme) to guide them?

Still, they have time to rectify their past mistakes and blunders. But that would happen only when the above named 3 young leaders and their respective parties forget their differences to join hands to work for the betterment of common people of Jharkhand State. If these 3 young leaders and their parties share common agenda to rise above personal greed and to work for people then there is no stopping.

Are these are mere wishful thinking on our part?

The loud pronouncements and lots of bragging are not really getting translated into the concrete actions at the ground levels. There is very wide chasm between the making thunderous declarations and implementing them in the rural and semi-urban areas.

Maybe, the government need injection of ‘right-&-honest-intention’ to do that. Then hindrances and stumbling blocks get sorted out with ease.

But is this ever going to happen in Jharkhand?
